Your email address must have been entered incorrectly, so here is my reply to your query...
Rows 3 & 4 form the repeat, though row 4 should read "Ch 3, 5 dc in next ch 1-sp" (as this space is formed by the ch 1, dc in the previous row).
So - rep rows 3-4 alternately until work measures 18" from beg ending with row 4.
There is no need to fasten off in the middle of the last row, as long as you are careful with the working loop that you're pulling through the other endof the hairband.
